Good idea, but i've to try it before be sure that this implementation is better then the 4.5 one.
The code shouldn't be too much difficult, but I'm not such able with plasma...

Publish your idea even on KDE Brainstorm for much more visibility. http://forum.kde.org/brainstorm.php?f=83&sid=8b3bc7f811d1ddcbafb4c328dc377208

I like it, i think it would be a cool implementation, but it isn't doable with the current plasma.
*Maybe* with the Qt scene graph it will be possible, but i'm not so sure about it.

Currently it is not possible to implement this, as the panel is a container for widgets and the widget cannot go beyond panel's borders. The closest way to do this is as it is now, i. e., by using PopupApplet.

What about half-legal method with creating a graphics layout that would place its elements above its area - with negative coordinates?

I agree that this would be super-duper
mega-awesome but I think this would require
some mega hackery....

Do you like or dislike Ubuntu Unity?
 Yes, unity is alien technology!
It is less confusing than Gnome 3 default, shell.
Granny thinks it is much more usable than Gnome 2
Canonical is embarrasing itself with this split project
Gnome 3 default shell is much better
I dislike Unity, Gnome 3 default shell is alien technology!
None of the above, I like the 2Gb for free and Apple alike behavior. Will post a comment instead
